You could try a Q-tip of Rogaine, or visit Cees Penning, who began a career as a pre-digital air brusher for glossies, and now works as a permanent make-up artist. He did Bag Snob’s Tina’s brows, and I’m constantly considering tossing away all my brow fillers and giving into Cees…
